    old feature for example because it has a serious security flaw or because it s impossible to do the things that users want to do in 2011 using a design that was worked out in 2002 Having the specification hosted in a genuine stable open standards organization makes a big difference here Because OASIS publishes open standards all versions are posted in public irrevocably as a permanent resource Applications can rely on them No one has the right to make an old version disappear or quietly change little bits of it retroactively in order to promote something else You might be surprised how often that happens in the proprietary world Or even with unofficial standards published by ad hoc dot orgs Also the existence of an open development community with transparent standards development records makes it easy to track and ask for functionality within the standard as it grows We encourage all stakeholders to participate actively and contribute their use cases and many do It s harder to miss a change or disguise a decision when it all happens in the publicly archived easily findable sunlight Generally OASIS handles versioning and backwards compatibility in the same manner as ISO and ITU The experts on our TCs have control of the specification and work out all issues of backwards compatibility among other things Generally they are very careful not to accidentally break prior implementations But they do weigh document the reasons for it if something is changed When data standards are written in true XML in other words they re also themselves based on other open standards most new features and functions can be added by extensibility without making prior feature sets unusable All document and record formats face some compatibility issues in the long term meaning decades The virtue of
