  • Latino Partnership Program Background Statement
compared to 38 2 for the general population has a higher fertility rate and the largest cohort of population with child bearing age The white population is retiring from the labor force has fewer children with a low fertility rate has the largest and growing population age fifty and above and has increasingly come to be part of inter racial families This aging and retired white population through the ballot box and other self interest groups has influenced a many policies that impact children and youth racially and ethnically different from themselves or their children Along this demographic shift minority groups continue to lag behind in education and school performance face health challenges experience higher unemployment and poverty rates or are impacted by national policies Latinos for example who in 2012 made up 21 5 of Oregon s K 12 student body are less likely to graduate from high school or obtain post secondary education They face health challenges with close to 26 uninsured in 2011 With these realties if we expect the children and youth to replace the aging white labor force to assume leadership positions to contribute to economic growth to function in a multi racial and multi ethnic society the future of Oregon hinges in part on whether or not we become agents of change now rather than reacting to the many future implications In fact we may be already behind and will be playing catch up OCF s Latino Partnership Program The call to action for OCF is to fully blend the Latino Partnership Program into OCF s major funding programs and focus on education scholarships and community grants The proposed Latino Partnership Plan its goals and objectives and more importantly its success depend on its full integration in the grant making at OCF and opportunities
