    la DG Move en mai 2014 afin de lui présenter les positions de PostEurop en matière de réglementation européenne relative à la sûreté aérienne et d établir une collaboration plus étroite avec la DG Move Principales réalisations Au cours des trois dernières années Deux règlements européens ont été adoptés en matière de sûreté de l aviation civile le règlement n 300 2008 en mars 2008 et le règlement n 185 2010 de la Commission en mars 2010 Le 9 novembre 2012 la CE a publié un règlement d exécution UE 1082 2012 modifiant le règlement 185 2010 concernant le fret et le courrier transportés vers des aéroports de l Union au départ de pays tiers PEGAS suit la mise en œuvre de ce règlement ainsi que son impact sur le courrier Le Groupe relaie les informations sur les validateurs indépendants parmi ses membres et explore les conséquences pour chaque opérateur membre PEGAS a également contribué à la rédaction d une lettre adressée au Responsable de l Unité AVSEC visant à organiser de nouvelles procédures pour les groupes de parties prenantes impliquées dans les travaux de l AVSEC avec la DG Move Jan 2015 PEGAS a répondu à l appel à contributions de la Commission européenne sur le programme de travail relatif à la sûreté des transports terrestres mars 2013 en soulignant l importance de l amélioration de la coopération policière transfrontalière au niveau de l UE à travers la promotion des options de signalisation de crimes et d investigations transfrontalières PEGAS appelle également à la promotion des aires de stationnement sécurisées le long les principaux axes de transport routier ce qui permettrait d accroître immédiatement la sûreté des transports Outre cette question majeure les travaux du PEGAS portent également sur divers sujets liés à la sûreté aérienne Le partage d

    international regulations and standards while efficiently supporting the complexity of the evolving postal services market across Europe Very importantly it will do this without increasing costs as the improvements in processing time will more than compensate for increased screening requirements both in terms of elapsed time and overall distribution cost Starting from the perspective of the partner postal operators the project will use a cost benefit method to identify the main security gaps and will describe security measures to maintain or augment the efficient and secure operation of these posts After making an inventory of security gaps these will be developed into generic postal security models which will be integrated into a European Security Framework for Postal Supply Chains which will enable postal operators customs and other relevant actors to securely exchange information related not only to security but also optimization of postal flows Expected Results SAFEPOST will provide and showcase a novel solution for postal security combining Security performance enhancing solutions for postal operators Postal operations efficiency improvements to compensate for time lost in screening EU coverage to raise level of postal security across all member states A Postal Security Platform facilitating interoperability and integration of solutions across all domains The results of the SAFEPOST project will have a strategic impact as it is designed to make a significant contribution in the following areas Improving the EU s awareness and coordination of activities within and between EU Member States in the field of Postal Security and developments in Supply Chain Security Linking EU projects from DG MOVE DG TAXUD DG JLS DG ENTR or DG JRC11 and national efforts to exploit synergies and created a coordinated approach to security throughout the entire supply chain Encouraging all European post offices and related authorities to assume responsibility in securing their own

    and the sector s environment The logic of the project is to analyze in depth a few significant initiatives initiated by NPOs and Trade Unions through a selective and thorough approach on each topic in order to elaborate some common lessons for all By having a closer look at and exchanging on the opportunities and limits of exemplary practices implemented by companies solutions can be analysed together More precisely the project will cover the topics of work organization in retail parcels and sorting as well as innovative utilization of networks and employability social regulation and Universal Service There will be 6 listening sessions from April to October 2013 on the topics of work organization in retail parcels and sorting as well as innovative utilization of networks and employability social regulation and universal service with 2 3 countries invited each time and a final conference more widely open to all European social partners at the end of 2013 Expected Results The listening sessions of the Project will offer the opportunity to the European social partners to have an in depth understanding of the initiatives developed at national level and to learn from the experiences of other countries The final report and results of the project will contain the presented case studies as well as the main lessons learnt which will be worked out by the working group members in cooperation with the country representatives who take part in the listening sessions The project will contribute to fulfil the following objectives Be a lever for supporting a better implementation of the postal directive as market opening will have occurred in all current EU member states by 1 st January 2013 Due to the timing of the project the context of full market opening will be an integral part of the debates Reflect
