    increase in paved surfaces and stormwater runoff to our sewer system Development Regulations help the City manage the runoff Philadelphia is also required by Federal and State law to manage stormwater runoff Federal and State Regulations Clean Water Act Passed by Congress in 1972 the Clean Water Act established water quality standards for surface water in the United States The State enforces these standards by issuing permits that regulate combined sewer overflows and stormwater runoff in areas with separate sewer systems Pennsylvania Act 167 Established in 1978 Act 167 requires counties to develop stormwater management plans for local watersheds After the State approves the plans municipalities implement them in part through ordinances that regulate land development Philadelphia enforces several Act 167 plans that were developed in conjunction with bordering counties Learn more about Act 167 Planning in Philadelphia at phillywatersheds org To confront these challenges of stormwater runoff and to meet our regulatory requirements Philadelphia Water developed regulations that ensure a modern and effective stormwater management program What are the Philadelphia Water Stormwater Regulations All development projects that disturb more than 15 000 square feet of earth 5 000 square feet in certain watersheds must meet PWD s Stormwater Regulations The Stormwater Regulations have four main components Water Quality Channel Protection Flood Control and Public Health and Safety Release Rate requirements Water Quality Remove pollutants from stormwater and reduce the volume of water entering sewers This is achieved by letting the water soak into the ground or through a stormwater management practice Channel Protection Protect stream banks by minimizing the rate of erosion from stormwater runoff Flood Control Manage the rate of runoff from a property to prevent localized flooding Public Health and Safety Release Rate Manage the rate of runoff from a site located in an area where known

    State permits Acting as PWD s link to the larger development process in the City most critically the Zoning and Building Permit process administered by the Philadelphia Department of Licenses and Inspections L I Applicants must receive approvals from Stormwater Plan Review before a Zoning or Building Permit may be issued Coordinating with other reviewing entities such as the Philadelphia City Planning Commission PCPC Philadelphia Streets Department Streets Department and the Pennsylvania Department of Environmental Protection PA DEP to ensure that consistent information is provided by the applicant to all agencies Monitoring inspection activities conducted by PWD Stormwater Inspections staff to ensure that SMPs are installed according to the approved plans Inspectors regularly coordinate with Stormwater Plan Review to report on projects status Attending post construction meetings with PWD Stormwater Inspections staff to walk the site and record information about the project s as built conditions Stormwater Plan Review Process There are two phases of the Stormwater Plan Review process Conceptual Review Phase PWD reviews the preliminary stormwater management approach for a project site PWD must approve a Conceptual Plan before L I will issue a Zoning Permit The first step to the Conceptual Review Phase is to submit an Existing Resources and Site Analysis ERSA Application This application provides information on a project s existing conditions as well as a project s proposed conditions which often includes a Conceptual Stormwater Management Plan The information taken from the ERSA Application allows PWD Stormwater Plan Review to determine which Stormwater Regulations apply to the project and to initiate review by other PWD units when necessary During the Conceptual Review Phase Stormwater Plan Review will provide feedback to the applicant about the proposed stormwater management practices Once all comments are addressed Stormwater Plan Review will issue a Conceptual Approval Letter which is
