  • Ontario’s Growth Plan for the Greater Golden Horseshoe
    for Ontario Photo source Ontario Growth Secretariat Ministry of Infrastructure Ontario s Places To Grow initiative is centered on a major city Toronto but the Greater Golden Horseshoe region encompasses more than one hundred municipalities and nearly 8 million residents The program is distinctive among those discussed here because it exists within a system of governance in which provincial governments are expected to lead in carrying out their constitutional responsibility for land use planning While the province delegates much of this authority to municipal governments by statute planning is seen more as a partnership between provincial and municipal agencies than a prerogative of local government Pursuant to the province s Places To Grow Act of 2005 the provincial government leads the regional planning initiative producing a 25 year Growth Plan to which municipal regulations must conform The plan institutes an array of rules and procedures to foster redevelopment compact forms of new development protection of extensive open spaces and public and industry support for the plan Vital Statistics Chapter of the Book 4 State Ontario Year Established 2005 Geographic Scale 8 3 million acres Mandatory or Voluntary over Local Government Mandatory Authorizing Laws Provincial Agencies and Organizations Places To Grow

  • The Adirondack Park
    emblematic landscapes The Park s six million acres are a mix of about forty eight percent public and fifty two percent private lands mostly forested with small towns and settlements as well as some working farms scattered throughout While the overriding mission of the Adirondack Park Agency is to protect the region s beloved natural heritage it recognizes the need to foster local economies and provide for a healthy recreational culture The Agency exercises its influence by zoning private lands and controlling permitted uses of the vast public lands within the Park With a Park wide Land Use and Development Plan map the Agency specifies building densities for six zones governing private property ranging from unlimited densities in Hamlets and Industrial Use zones to fifteen units on an average of 42 7 acre lots in Resource Management zones Municipal governments are required to incorporate the regional map s zones and standards into their local zoning and land use ordinances Vital Statistics Chapter of the Book 5 State s NY Year Established 1971 Geographic Scale 6 million acres Mandatory or Voluntary over Local Government Mandatory Authorizing Laws State Agencies and Organizations Adirondack Park Agency Adirondack Council New York Department of Environmental

  • The New Jersey Pinelands and the Pinelands Comprehensive Management Plan

    adopted by a Highlands Council but the implementing regulations written and enforced by the state s Department of Environmental Protection The Highlands is separated into a Preservation Area with very stringent limits on new development and a Protection Area with a mix of growth and conservation zones in which local governments retain a great deal of zoning latitude The Council only adopted the first edition of its Regional Management Plan

    Barrens legislation divided the region s 102 500 acres into a core area where it mandates very stringent regulation of development and a compatible growth area where more development is to be permitted The agency s land use designations and project reviews do not eliminate local government s traditional land use role but instead shape and supplement local standards and reviews to ensure the regional pattern of development and conservation

  • Cape Cod Commission
    distinct geographic area that crosses fifteen municipalities in what is elsewhere a rigorous home rule state More deferential to municipal land use controls than most other mandatory regional planning programs the Cape Cod program relies on direct regulation by the Commission only of the larger developments of regional impact and authorizes towns to designate Districts of Critical Planning Concern for special implementing regulations Beyond these limited project reviews the Commission seeks to promote smart growth more broadly through technical planning help and guidance to the towns and through cooperative action among government business and nonprofits The Cape Cod program is a salient example of the challenges in planning for a tightly constrained area the Cape is not getting any bigger with a strong and very highly valued identity that is also intensely popular as a place to live and visit Recognizing these constraints the Commission is focused on bringing about denser more efficient use of the land it has improving transit resources and addressing a severe sewage waste treatment problem all while preserving the distinctive character of the Cape Vital Statistics Chapter of the Book 10 State MA Year Established 1990 Geographic Scale 250 000 acres Mandatory or Voluntary over

    that designate urban growth areas provide transportation strategies address affordable housing and other smart growth ideals The Act specifically directs the counties and cities of the Puget Sound area to create a common growth management plan and the counties and cities banded together to form PSRC as their vehicle for carrying out this mandate Today PSRC embodies the common recognition of these county and city governments that this beautiful and popular region faces challenges that local governments even the prosperous city of Seattle can not solve acting alone PSRC is a voluntary program because the state mandate which it carries out is broad and aspirational PSRC is a forum of its member jurisdictions and the regional plans it creates represent a consensus of these members Out of this collaborative process the counties and cities have adopted an overall growth and conservation plan titled Vision2040 and they are completing a long range transportation plan tailored to implement this land use vision PSRC has also convened a broad coalition of businesses governments and labor and community organizations to pursue regional economic strategies such as supporting science education and the growth of 21 st century industries Vital Statistics Chapter of the Book 11
