    reports responded to the challenge of building a secure sustainable peace in the tumultuous Cold War and civil rights eras in United States In response to the international crises and tensions precipitated during the post colonial years of the Cold War Sarge developed the Peace Corps generating the report that deeds of compassion and service can break down barriers of politics and creed anywhere in the world In response to the grinding poverty and social upheaval of the civil rights era Sarge launched the War on Poverty generating the report that dramatic effective action to create new opportunities and new hope can end the poverty and hopelessness that breed violence And in response to the threat of nuclear war at the height of the arms race in the Cold War Sarge led the campaign for No First Strike generating the report that the realistic response to the challenge of peace lies in genuinely and faithfully minimizing the perception of threat not in escalating the certainty of it For her part Maria s Shriver Reports are contemporary responses to the social and cultural challenges posed by the transformation of the United States into a Woman s Nation In response to the challenge posed by the transformation of the American workforce the fact that women now comprise over half the U S workforce and function as essential breadwinners in two thirds of American families Maria offered the first Shriver Report A Woman s Nation Changes Everything In response to the challenge posed by the Alzheimer s epidemic in America the fact that women constitute not only half the people living with the disease but also more than half the country s unpaid caregivers Maria offered the second Shriver Report A Woman s Nation Takes on Alzheimer s And in response to the

    communities should not receive handouts but should have access to the services and opportunities that would provide a fair chance to succeed The original design of the war on poverty located most of the services and opportunities in community action agencies Legal services were originally located within the community action agencies as a tool for community empowerment They were to be at the service of community leaders helping to ensure not only that individuals would have a fair chance in court cases but also that the community itself have a fair chance to influence or even drive public policy decisions affecting it Shriver had a vision of recruiting and supporting sufficient numbers of legal services attorneys to provide reasonable access to an attorney for all low income people in the country He also thought that these attorneys should be linked together so that to the extent possible they would function as a national law firm for the poor as opposed to isolated attorneys in scattered storefronts in low income neighborhoods The glue for this national law firm was the National Clearinghouse for Legal Services located in Chicago which published Clearinghouse Review containing action research for lawyers and maintained a brief bank with hundreds of thousands of poverty law documents that the attorneys could tap for ideas and models mutual learning and strategizing Taken together Shriver s vision for legal services was not just an astute understanding of how to provide access to justice and help communities build power it was an audacious threat to the prevailing power arrangements It was a powerful and productive model and it produced significant changes in addition to providing an increasing volume of justice in the courts Almost immediately the legal services program was under attack politically Every step of the way Sargent Shriver fought

    with their vast resources of learning and scholarship and their constantly replenished ranks of bright energetic idealists are uniquely suited to address the persistent problems of America s cities by working in partnership with public private and non profit organizations to make lasting change The Shriver Center s mission is to create a new generation of leaders who have the vision and capacity to affect policy on a national level As the dynamic convergence of learning and action compassion and energy the Shriver Center is powerful evidence of what is possible and a challenging testament to what is necessary In 1994 the Shriver family established The Shriver Peaceworker Program within The Shriver Center at UMBC The Shriver Peaceworker Program is a rigorous two year interdisciplinary graduate program in which Returned Peace Corps Volunteers RPCV study in wide ranging areas while they engage in community service and ethical reflection This combination of experiences unique to American higher education ensures that graduates acquire the practical skills theoretical knowledge and broad vision necessary to understand complex deeply rooted social problems and discern authentic possibilities for their solution The goal of the program is to educate and train leaders in the image of Sargent Shriver From the earliest days of his service in the Kennedy administration Sargent Shriver envisioned that returning Peace Corps volunteers would have a deep and lasting impact upon American society a vision that he instituted as the third goal of the original Peace Corps legislation Returned Peace Corps Volunteers have become one of America s most important human resources After two years acting on their idealism around the world they return matured focused and eager to apply their best energies to this country s problems Representing a diversity of disciplines including public policy education non profit management public health intercultural
