    Director of Montana Special Olympics Bob Norbie Governor Marc Racicot Members of The Special Olympics International Board of Directors and especially The Founder and Creator of Special Olympics World Wide EUNICE KENNEDY SHRIVER All the 600 Athletes participating in these Games Parents and Brothers and Sisters of these Marvellous 600 Athletes Welcome to the 27th Montana Special Olympics Games There is a time in the affairs of men and women which taken at the flood leads on to Victory Everyone probably knows that famous saying but not everyone has participated at a time in the history of any Movement which taken at the flood will lead on to World Wide Victory That time has now arrived for Special Olympics That result can be assured if each and every one assembled for this Board of Directors Meeting will focus their minds and hearts and souls on all the items set forth with great clarity in the Agenda established for this meeting of our International Board of Directors In your hands rest the future of Special Olympics We have already become in less than 30 years the first and only world wide program for persons with mental retardation But please listen to the following list of achievements Our Host Cities Program at all our World Games is UNIQUE Our University Based Research and Discussion Programs in Medicine Law Ethics at every World Games is UNIQUE Our Volunteer Movement already reaching more than one million participants in 145 nations helping at every Games is UNIQUE and with our costs per Athlete per annum world wide only 145 we are extremely UNIQUE We that is you and I are Directors of the biggest philanthropic miracle of the 20th Century No other philanthropic private enterprise has ever grown so fast and so large as your

    also count myself among the lucky men and women who had the honor to work with President Kennedy I ve got many anecdotes and stories from those days But the most unique qualities Kennedy brought to his Presidency were his extraordinary vision and his courage Let us never forget that it was Kennedy who speaking in 1963 before thousands in Berlin and millions by TV all over Europe declared Ich bin ein Berliner I was stunned by those words I had fought for five and a half years in that World War II Kennedy himself had been wounded and nearly died in that War So those words Ich bin ein Berliner became a call not only for a new Europe with a new outlook but for a new World devoid of all the old fears and hatreds That goal has not yet been fully achieved but Boris Yeltsin just last week signed a new accord bringing Russia for the first time into close alliance with N A T O Stalin Brezhnev and Gorbachev would never have joined in alliance with N A T O Miracles do happen even in politics But they are also taking place in human relations Today there are 170 million people on earth with mental retardation Thirty years ago there was no plan or Movement to help all of them They were ostracized and considered hopeless Now Special Olympics reaches 1 200 000 of them daily Experts tell us Special Olympics will have three million athletes in Special Olympics by the year 2001 two million Volunteers coaches and family members 155 or 160 countries not just the 145 we have today Most importantly this Movement is not only a sports Movement It has energized Medical Schools Law Schools and Divinity Schools to find out what those 170 000 000 persons with Mental Retardation can do not what they cannot do The results are astonishing Also We have been astonished to see huge worldwide corporations like your own Coca Cola like Kodak like Otis Elevator like ABB Asea Brown Boveri like Procter Gamble now supporting Special Olympics with contributions in the millions of dollars worldwide Yes But also they are hiring persons with Mental Retardation to work in their companies The contributions these corporations have made demonstrate that in the 21st Century all human beings on all continents can learn to work together eat together play together live together peacefully and profitably Coca Cola has helped pioneer the new and emerging relationship between business and not for profit enterprises Coke has shown that by helping whole communities one helps business too Tonight we celebrate 20 years of great retail promotions which have benefited Special Olympics and Coca Cola together and we hope for more in the future Tonight we celebrate the commitments of retailer and bottler volunteers who have benefited Special Olympics and Coca Cola and we hope for more in the future Tonight we celebrate the great marketing association between the world s greatest consumer brand

    should have 50 000 five years from now in 2002 AD All of this remarkable growth in Golf in the Special Olympics Movement has been made possible by the financial and programmatic support given to us by the U S G A You have helped us organize successful Golf clinics provided training materials and with your donation this year the U S G A has contributed more than 200 000 to Special Olympics Golf Your gift this year of 50 000 will help immensely to achieve our goal of bringing Golf to Special Olympics athletes in many more of the 153 countries around the world where we now operate Just this week Ireland held their first National Championship with golfers from Sweden the Netherlands the United Kingdom and Greece participating The first meeting of our new European Special Olympics Golf Committee to be held later this year will include a training seminar for coaches Earlier this year in our own country 482 Volunteers attended a Golf Training School to prepare themselves to serve as coaches for our athletes Plans are also now underway to form an Honorary Golf Committee made up of players from both the men and women s tours around the world One of our most recent supporters is Tiger Woods In December of last year at a Special Olympics dinner Tiger agreed to play an 18 hole foursome with those who bid the largest amount of money to play that round with him Believe it or not the winning bid was 50 000 Tiger played with the winners in Orlando about 8 months ago His generosity is a further indication that Golf and Special Olympics are going to be a big success I d also like to express our thanks to Nick Price Mark McNulty Tom Kite

    glad also that two other Winners of The Cohen Award Bill Marriott and Steny Royer are both friends of ours and exemplary citizens With just those four people you have the endorsement of the Jewish people the Mormon people the Christian Community Maybe you also have agnostics and atheists Together these leaders prove that J F G H is one of the best leadership groups in our country today But you will need all the help they and others can give you Tonight J F G H is reaching almost 120 persons successfully But 200 individuals remain on the waiting list for help from J F G H That s proof of your success But it s also a huge challenge All of us as citizens are called upon to provide adequate care appropriate education and economic opportunities for persons with mental retardation They are creatures created by God His children He expects us to be our brother s keeper So we have responsibility a huge responsibility On the whole earth today there are 170 000 000 persons with mental retardation In our country alone there are 7 000 000 And in our country less than one half of those with mental retardation are receiving the attention and care they deserve to receive from us So we need you need to double the size of your programs right now So do all the other groups trying to help persons with Mental Retardation in the USA So my friends let us rejoice in what we have done But let us never forget we still have miles to go before we sleep We have to work night and day to fulfill our responsibilities to those with mental retardation The U S Government is not going to do the job Our representatives in

    combative peaceful behavior They threaten no one They are friendly with everyone They love everyone on earth They cause no trouble to anybody No worldwide effort on behalf of these people 170 million people existing on earth has ever before been mounted To everyone s surprise thousands and thousands of these mentally handicapped people are now gainfully employed in low level jobs They are turning into economically productive human beings even though they continue to exist at the lowest level economically speaking Their health is vastly improved Fifty years ago such people normally if you will died before reaching even forty years of age Now they live as long as most of us especially if they are in countries with a degree of medical sensitivity As a result of the Special Olympics movement the numbers of those beneficially assisted economically as well as in terms of their health will grow exponentially in the next 10 20 30 years Not only will this growth help persons with mental retardation the program is transforming the economic and spiritual outlook of everyone connected with it That number includes political leaders and economists and businessmen of all nationalities Special Olympics grows as a worldwide revolution from the bottom of humanity in every country on earth Millions of human beings are being shifted from the negative side of the economic system into economically productive human beings If financial development is the pre eminent moral challenge facing mankind as Deputy Secretary of the Treasury Laurence H Summers says then Special Olympics is helping to meet that challenge in ways never before seen on this planet But as Mr Wolfensohn says Getting individual projects organized and operational today will not suffice unless they are profoundly increased by comprehensive programs locally and nationally to solve the problems of poverty inequality and absence of social justice This meeting of experts could create many new initiatives directly addressing the threats of poverty to our physical environmental and economic health Such movements should not attempt to advocate any liberal or conservative philosophy Such movements do not send ideological representatives into the field Instead human beings motivated by hope inspired by faith in the human society and committed to the service of their fellow human beings provide the energy and leadership Individuals like you can represent a positive spirit willing to provide direction and honest leadership to summon the best in everyone toward the goals expressed in the Baltimore Charter A generation ago when the United States began the Peace Corps we knew our volunteers had skills and knowledge to offer In turn our volunteers learned from the individuals with whom they worked even if or possibly because many of those human beings were desperately poor ill housed if housed at all with few if any expectations that their lives would be materially changed let alone improved by Peace Corps volunteers We learned as they learned As the Peace Corps continues we continue to learn from the experiences volunteers bring home Our

    s serious and determined effort to continue to reach out globally While Special Olympics currently reaches more than one million athletes there are 175 million people around the world with mental retardation whom we have not yet touched Approximately 15 million of them live in Europe Eurasia Every one of these 175 million rich and poor young and old deserve a chance at a more meaningful fulfilling and joyful life Each one of the 175 million deserves Special Olympics To give Special Olympics to them is our continuing mission one in which the Special Olympics Europe Eurasia office will play an enormous and vital role As many of you know the growth of the Special Olympics Movement in this region has been strong and steady especially over the last five years with the number of national programs doubling during that time This means that we are touching more and more people who have not yet had access to the myriad benefits Special Olympics offers Not only will Special Olympics Europe Eurasia be the mechanism by which we continue to reach out to the forgotten and under served millions it will serve as a model for future regional operations around the world including Africa Asia Pacific The Middle East North America and Latin America All of these Regions present daunting challenges but I know with the help of the great people and great nations in the Europe Eurasia Region Special Olympics Europe Eurasia and the Special Olympics Movement will be able not only to meet but even to exceed all of our present goals I would like to conclude with a statement made by a United States Astronaut named Steve Smith This man Steve Smith is also a Special Olympics Volunteer He carried our Special Olympics flag on his last Mission in Outer Space Mr Smith said Special Olympics is the one movement that can create world peace That sounds like an exaggeration But he couldn t be more on target Recently when their leaders would not even sit down to talk at the same table Special Olympics brought Arab and Israeli athletes together in peaceful sports competition which continued for three days Special Olympics also brought together law enforcement officers from Ireland and Northern Ireland during war times They ran alongside one another in a Torch Run event to raise money for all of Ireland The former Communist Countries in Eastern Europe are now participating in Special Olympics We are providing new and hopeful possibilities for all of them We are bypassing the barriers of race gender religion and nationality Together we are creating a new global reality The Special Olympics Movement is destined to touch the political and spiritual outlook of millions upon millions of our fellow human beings everywhere on earth Today with the launching of our Europe Eurasia office we have taken an historic step closer to fulfilling that destiny It is this miracle that respected leaders from disparate nations around the world now recognize They hail
