    have lots of experiences former Peace Corps Volunteers applying for the job as their director and all of them will be preferred to me They have a new rule saying that only RPCV s can be considered eligible for that top job yes he said to the President my name has to be announced as your choice before lots of RPCV s apply for the job So the President did exactly as he was told to do Mark s name hit page one on all newspapers as the President s first choice Leaders of the P C quickly capitulated Mark arrived as their boss almost instantly and just as quickly or almost as quickly Mark became their imaginative heroic and decisive leader a visionary genius who knew how to do everything quickly and successfully Now he s leaving all of us Peace Corps addicts weeping and all at Hobart and William Smith University all are rejoicing Most of them have never really seen Mark they know him only by rumors and newspaper stories They are not sure therefore of what he will really be like as a University President He has never been one before not anywhere He doesn t even have a PhD Degree And he s only a few years older than the senior class members but they are all rejoicing What is it about Mark Gearan that makes him a success in his home town that makes him a success in the White House that makes him a success in 80 foreign countries where the PCV s are serving even if he has known only 40 or 50 of those countries and never has seen the PCV s service in half of those countries Ant why is Mark and his wife and family so sure he will

    five years you could improve their IQ I couldn t believe that news I grew up in a time when if you had an IQ of 60 you were stuck with it for your lifetime just as if you had blue eyes you had blue eyes for a lifetime This woman Susan Gray had done a study in which she showed that with appropriate attention and supervision the IQ of people with mental retardation could be changed and improved That was totally new So I thought if we could raise the IQ s of children with mental retardation why we couldn t raise the IQ s of children not naturally intelligent by interviewing early in their lives even before they entered first grade But how many such children are there So I asked Alice Rivlin to prepare a pie chart showing us who these poor were The next day my wife and I had lunch at the Hay Adams Hotel with Joe Alsop He was a curmudgeon type but a smart guy who did not tolerate anything that did not make sense About 2 3 of the way through our lunch I suddenly remembered what I had learned the night before I was inspired to ask Joe Alsop what he thought would be the public response to an effort we would originate to help children who constituted 50 of the poor when those children were only five to eight years of age Joe Alsop replied what s that again and I said to him that it turns out 50 of the poor people are under ten and I said to Joe if we were to run a War Against Poverty how can we call it a proper attack against poverty if we don t do something to help those children He thought about it for a little while and then he said that may just be a good idea Sarge I thanked him for his opinion and told him that I valued his opinion I went back to the office and said to someone I don t remember who We have to start some programs which will help the 50 of the poor people who are under six If we don t have a program to reach them we will be fighting a War Against Poverty We have got to do something now right now because all these kids are not in school now They are free We have got to do something that will reach a large number of these children who are poor and low in intelligence We need to prepare them for the first grade We have got to do it right away in order to give them a head start for the first grade We have June July and August to prepare these kids who have never had any preparation whatsoever We need I said to prepare them intellectually to prepare their families so let s get together with them we have got to do it

    and inspiration No one excels her She is one of the most imaginative create and successful women on earth Our five children Bobby Maria Timothy Mark and Anthony are unsurpassed and all your in laws My job 1 my travels 1 my economic good fortune 1 my health my home my friends 1 But your programs Mr President and Harris Wofford the AmeriCorps Programs and all of your activities are not only superb but they should be twice or three times larger than they are today Why Because AmeriCorps represents the best in our Nation and so does the Peace Corps which should be 8 or 10 times larger than today Money spent on outer space should be no greater than what we spend as a nation on inner space Money spent on physical physique and games and competitions should no larger than the monies spent on our mental physique and mental contests and mental games Mind is more important than matter Our souls and our spirits are more important than our bodies Our future depends more on our heads and souls than on our bodies and our money Everyone we honor today exemplifies these qualities in our national life So it is truly an honor to join General Powell Mrs King and Governor Leavitt in bestowing awards on these exemplary U S Citizens May they be only the Vanguard of thousands who will follow in their footsteps Among those most worthy of our praise and applause are Jock Bridges After finishing college Jack moved home to care for his family With Habitat for Humanity he has literally helped rebuild his own community and has recruited others to do the same Scott Finn Scott worked with local residents to transform an abandoned school building into a thriving community center Tera

    the USA or ancient governments Courageous because it will take financial and academic commitment to turn established U S Academic Leaders into worldwide Education Leaders Mark Gearan has the ability to become exactly such an educational and inspirational new leader because he knows that all education must become focused on all the world and all the world s problems if we are to create a peaceful 21st Century Is that actually possible Can the USA actually become the leader in such a worldwide transformation of society Who knows No one knows But even self centered narrow minded seekers just for billionaire status not just millionaire status in the 20th Century must wake up to the reality that in the 21st Century even billionaire status will be no guarantee of Life liberty and the pursuit of happiness for the billionaire himself or herself or for their immediate family members The world is shrinking Our World of the 21st Century will never become a World where the USA manages and dominates every nation and all people everywhere That will not be possible for any nation or any one of the five or six continents We the USA must seek a New World for the whole world and with all the nations and races and creeds and languages of that whole world Mark Gearan knows all these facts He knows them better than I and he has not only the vision but also the necessary youth and years to make Hobart and William Smith Colleges both leaders and successes in this whole New World What a time to be alive What an ideal place with an ideal faculty and visionary students Mark Gearan now possess May all of you individually and as an institution lead the way to the creation of a new

    was unprecedented How these young lawyers some only in their 20s could bring about so many innovations in the law in such a short period of time was then and still is a marvel to me One of the cases which made a particular impression was the one involving New York State where there was a residency requirement before poor persons could receive welfare payments Migrants and others coming into that state couldn t get on public welfare rolls for a number of years about five I believe I had grown up thinking that the states were well within their rights to establish their own standards in such manners Otherwise the progressive generous states would be flooded by refugees from the more parsimonious states But these bright young Legal Service lawyers came along and took that case right to the Supreme Court and won it That famous decision Shapiro vs Thompson cost Governor Nelson Rockefeller s budget several hundred million dollars a year But thousands of poor people were helped immeasurably by that decision And it was young unspoiled visionary lawyers who had the freshness of thinking and courage to achieve that victory They opened my eyes and the eyes and hears of many others Just for the record this case was the fist ever argued before the U S Supreme Court by any Legal Aid or Legal Services lawyer in U S history Thank God we won On another occasion I got a phone call from Bill Wirtz the Secretary of Labor in Kennedy s and Lyndon Johnson s Cabinets He was being bombarded with law suits from our California Rural Legal Assistance Program one of our initiatives in Legal Services for the Poor We were contesting the legality of a Labor Department Program which imported seasonal cheap labor from Mexico to harvest fruit crops in California The young lawyers at CRLA brought suit to require the employment of local labor before importing foreign workers So on the telephone was Bill Wirtz an excellent labor lawyer and law professor my friend from our Chicago says when we both worked for Adlai Stevenson He said to me Sarge what the hell are you doing I used to get a lot of what the hell are you doing phone calls in those days You re preventing my people from doing their jobs he said I replied Bill are you suggesting that I should try to prevent the Legal Services lawyers from pursing possible remedies at law on behalf of the poor citizens of California Legal Services was established to help the poor of our own country before we import foreign cheap workers who are not even citizens of our country After a long long pause Bill said Well Sarge I see what you mean and he slammed the phone down And that was the end of the Department of Labor s protest against Legal Services for the Poor Bill Wirtz was an exceptional man of great learning in the law experiences

    them and to their countrymen Another anecdote about Nyerere will suffice I believe to reveal his spirit Late in the 1960 s about 1965 or 1966 I had the good fortune to visit Tanganyika again when it had become Tanzania Nyerere asked me to visit the newest addition to his country the island of Zanzibar I did so returned to Nyerere s Headquarters and gave him my report He was pleased I believe by what I told him Two days later when I was still in Tanzania I visited their new Art Gallery I loved their sculptures I tried to buy one which I thought was truly beautiful I got nowhere The Gallery Officials calmly and emphatically told me that none of the objects in their Museum were for sale at any price I apologized for my mistake in seeking to buy the sculpture I liked so much Two days later I was packing to leave Tanzania when a government official came to my hotel He told me that the President had ordered him to come and oversee so to speak my transportation to the airport my dealings with the officials and all other matters involved with my departure I thanked him profusely for his presence and assistance packed my belongings and went downstairs to take a car to the airport To my surprise there was a Tanzanian Government car waiting to take me to the airport I gratefully thanked the Government official and jumped in the car to make the trip to the airport When we got there and I unloaded my baggage the Government official handed me a huge carton a present he told me from President Nyerere I thanked him of course and then he said Mr Shriver in this carton is the big sculpture you liked so much yesterday in our National Museum President Nyerere gives it to you in thanks for all the good things you have done for our country Tanzania I nearly dropped dead But I was overjoyed That sculpture has been in the living room of my home ever since I often explain that it epitomizes the generosity of the best African leaders and reveals the extraordinary talents of their people both at the same time Generosity coupled with creative talent That s the heart of Tanzania That was the unique competence of Julius Nyerere Would that every nation rich or poor had leaders equal to Julius Nyerere Then we would all be safer happier and wealthier What a World that would be Twenty six years later President Nyerere stepped forward again and embraced the ideals of the new Special Olympics Movement He clearly had the vision that Special Olympics would have a favorable impact upon countless families and would improve the lives of Tanzania s citizens with mental handicap As usual he was correct and as always he was ready and able to organize a new initiative In 1984 a young scholar by the name of N nyapule Madai was presented

    initiative within the War Against Poverty as Head Start And how unbelievable it seems today that I had the power to inaugurate a wholly new Government initiative organize its rules and regulations enroll those who volunteered to serve train them all 44 000 of them and send them off to 20 or more States establish them in Head Start Centers and finance all the costs with monies given by a Congress which never had heard of Head Start let alone authorized its existence Yes Congress had appropriated money for the War Against Poverty But when that War started no one had ever dreamed of anything like Head Start It was only when I found that 50 of all the poor in the USA were fifteen years of age or younger that I decided that we had to have a specific program dedicated to the youngest of that age group So I used monies from our basic general funds I authorized 18 000 000 to service the thousands who volunteered to serve in June July and August and prepare themselves for First Grade in schools all over the USA 580 000 students in 2600 communities enrolled in the summer of 1965 The Program was such a success that in August of 1965 President Johnson announced that Head Start s summer programs would be extended to full year programs Head Start has been a part of American life ever since Over 18 million children have been served by Head Start I congratulate each of them their parents their teachers and the Head Start Administrators who have guided them I am grateful to Dr Robert E Cooke who Chaired the Head Start Planning Committee which gave us the blueprint for Head Start I am especially thankful to a President Lyndon B Johnson who
