    In doing so The Center also remembers and pays tribute to all those who worked to create a National Legal Services Program for the Poor and for those who are carrying on the work in this challenging and new time I am especially pleased that through the Center my name will be used to strengthen our country s commitment to social and economic justice by connecting the history and talent of the past with the innovation and talent of the future I am so proud that so many over the years have stayed the course and so many new and energetic young people have joined the effort to shape the United States role in this world as a leader for justice and human dignity The Center was founded in 1967 to be the hub for communication information and strategic planning by lawyers committed to ending poverty through law and policy Through the Center I am pleased to still be associated with every Legal Services Lawyer throughout our country The Center not only provides lawyers with the research and communication resources that they need to be efficient and competitive in their day to day representation of low income clients the Center helps these advocates be collaborative and strategic in giving their clients a strong and critical voice in today s multilayered debate involving public policy government funding and the tax system I am glad that you are all here tonight not only to share this happy moment with me but to be a part of something bigger We all must speak out for equal justice for all Justice which we and the national government have created for all I do not hesitate to say that I believe our country and each of us has a chance to create a New World

    for over 50 years No one could have achieved the success which Cy did in the public and private sector without the steadfast support of a loving and wise spouse such as Gay Cy was a truly gifted man but even more important Cy was a man of integrity and principle He was dedicated to his country but he had the courage to speak up and to resign from high office when he could not support its policies Cy Vance s integrity and courage is something all of us especially those of us in the legal profession should not only admire but also emulate each day of our lives I want to thank each of you for being here this evening The Board of Directors of The National Center On Poverty Law has honored me by changing The Center s name to The Sargent Shriver National Center on Poverty Law In doing so The Center also remembers and pays tribute to all those who worked to create a National Legal Services Program for the Poor including a President Lyndon Johnson who backed us every step of the way I am especially pleased that through The Center my name will be used to strengthen our country s commitment to social and economic justice by connecting the history and talent of the past with the innovation and talent of the future I am proud that so many over the years have stayed the course and that numerous new and energetic young people have joined the effort to shape the United States role in this world as a leader for justice and human dignity That is why I am happy that you have gathered together to support The Center We must speak out for equal justice for all Justice which we and the

    through your own lives in the search for a better world would have made it an honor for me to be with you this evening Some of you have heard me speak on many occasions over the years therefore my message is brief In the beginning of The Peace Corps we risked everything in a leap of Faith that the Volunteers would respond favorably to our call for Peace And you did not let us down You rose to the occasion You made The Peace Corps the success it has been over the last 42 years So in this new Century we must strengthen and add to the numbers of Peace Corps Volunteers overseas We must deploy the idealism of America s citizens against the fanatical haters of America If we do see we will see our Peace Corps become our nation s most effective anti terrorism program and the creator of a world finally capable of achieving the universal cherished dream of peace Our goal is not just the survival of America it is the survival of our whole planet When our deeds match our ideals we will be living life as it ought to be lived This is

    Olympics Athletes Coaches Volunteers Parents and Staff around the world I thank you Each and every one of you It has been my joy and privilege to participate in the Special Olympics Movement from its very first days to its glorious multi national days world wide Also I am happy to express my great admiration for my wife who is here today Through Eunice s vision her courage and her determination the world has learned what persons with mental retardation can do And my son Timothy Shriver the Chairman and CEO of Special Olympics believes that the empowerment of the world s 170 million people with intellectual disabilities is exactly what social justice and true freedom is all about Everyone is accepted everyone is appreciated everyone works together for the betterment of society everywhere Those are the goals that have been established for Special Olympics in the 21st Century At our 2003 Special Olympics World Summer Games in Ireland last July 7 000 Athletes from 150 countries participated together 52 languages were spoken at those Games Athletes from Afghanistan Palestine and Iraq competed and all of the countries of the Middle East and North Africa were represented All of these people from all of these nations participated in our World Games in Ireland where representatives from the Republic of Ireland and Northern Ireland worked together as if they were one body to stage these Games So Dr Rosandich I thank you for recognizing the enormous contribution which Special Olympics has made to sports on all continents and for all peoples of all races worldwide The staff gathered here before you also exemplify the ones who make it happen every day and everywhere Special Olympics truly involves human beings of all races all languages all religions all nationalities all ages all

    of you who are graduating today So it is now your turn to go out and fulfill missions of your own I hope you will choose missions you find inspiring important and challenging I hope that your choices will help you learn the most important lesson of my own 88 years of training namely that it s not what you get out of life that counts it s what you give to others and make happen for others who will truly enrich their lives in meaningful ways I have been blessed by the chance given to me to help lead and participate in some of the great events and initiatives that have called for peace and justice in the past century I refer to The Peace Corps The Job Corps Head Start VISTA Legal Services for The Poor Foster Grandparents Neighborhood Health Centers Upward Bound and many more famous enterprises All these experiences have combined to inspire me to give one small word of advice to each of the graduates Break your mirrors And Shatter the glass In our society which is so self absorbed all of us must begin to look less at ourselves and more at each other Learn more about the face of your neighbor and less about your own You ll get more from being a peacemaker than a warrior I ve been both so I speak from experience Break the mirrors Be peacemakers of the community and you and your family will be happy I hope you remember to believe in the most important things until you die I hope you remember to be guided by beliefs powerful enough to change the world I hope you remember the example of The Peace Corps Volunteers the Head Start parents the Special Olympics Athletes They all have

    Poor Upward Bound and Special Olympics One thing I have learned from these creations is that real personal and professional success is measured by whether you have improved your neighborhood your town your state your country and your fellow human beings You will get more satisfaction from those things than you ll ever get from your muscles your figure your automobile your house or your credit rating That is why I am happy that this great University will host the Special Olympics Connecticut 2004 Eastern Regional Games tomorrow Yes tomorrow That Special Olympics Movement arose from the genius of just one woman Eunice Kennedy Shriver Her Special Olympics Athletes today will be contributors to A Peaceful Society world wide into the second half of this Century Those Athletes will open all human hearts They will help to perfect all human society Special Olympics Athletes teach each of us that in our own way we can contribute to all of human society Each of us for example is called on to be a peacemaker No calling is higher no calling is more needed You are called to be peacemakers in your families in your neighborhoods and in your workplaces If you want to eliminate guns and all lethal weapons from the world first you must get them out of our own hearts But how can we do just that We can do that only with an open mind a new spirit a heart sensitive to the needs of the least of our brothers and sisters and children However it is futile to wait just for leaders to improve society All of history s great changes nonviolent changes came from below not from above It comes from us and often from the least of us From my own life I can tell

    men and women and dedicated groups throughout the country I first used these words on March 16 1964 the day President Lyndon Johnson sent his message to Congress calling for a War on Poverty You the members of The Community Action Partnership are the dedicated men and women who have worked tirelessly to end poverty in our country There is no one for whom I have more respect and admiration than each of you who work day in and day out in over 1 000 Community Action Agencies to serve the more than 13 million of our fellow citizens who live in poverty But even as we celebrate your work we realize that you have reached only a fraction of the 35 million Americans who live in poverty and the millions more who live in the shadows or are threatened by poverty That is why during this 40th anniversary year we need Community Action more than ever before In my vision of America everyone is necessary and everyone has the opportunity to participate We must create An America in which the concept of working poor is an anachronism An America that allows an individual to work full time and earn the money to raise a family and live in safe decent affordable housing An America where an individual is able to afford access to the highest quality of health care this nation is capable of providing An America that strengthens our social safety net for children the elderly and the most vulnerable among us An America of equal opportunity and the strength to repair the errors of the past An America where neighbors help neighbors and we seek a balance in our lives between our commitments to self family community nation and the world We must build an America that

  • Sargent Shriver Peace Institute - Speech to the Members of the National Head Start Association
    gave me a copy of a study which had been conducted by Dr Susan Gray of Vanderbilt University in Tennessee for the Joseph P Kennedy Jr Foundation Dr Gray found that children with mental retardation benefited from early intervention I was skeptical but at Eunice s urging she and I visited Dr Gray and we saw first hand that Dr Gray and her team had elevated the IQs of children with mental retardation Immediately I thought if children with mental retardation benefited from early intervention why wouldn t any child also benefit from early intervention So I created a Task Force headed by Doctor Robert E Cooke Chief of Pediatrics at Johns Hopkins University In February of 1965 Doctor Cooke and his panel proposed recommendations for the primary goal of the new Head Start Program The panel recommended a comprehensive program which would concentrate on health nutrition education and social services for children and they emphasized the desirability of parent participation in this new program This comprehensive approach is what has made our Head Start program such a nation wide success We must never let that creation be destroyed Sure we can always improve on what we started but the basic components which make Head Start unique should not be abandoned reduced in size or limited in any way Forty years ago none of us who participated in the creation of Head Start thought that it would still be going strong today with over 20 million participants and hundreds of thousands of new enrollees every year I am grateful to President Lyndon Johnson who supported Head Start wholeheartedly and to Mrs Lady Bird Johnson who served as the Honorary Chair of Head Start I congratulate the Head Start teachers the Head Start parents the Head Start students and every one
