  • Minutes of SIGCOMM EC Conference Call: December 6 | acm sigcomm
    Steering Committee With the TSC still being in its startup phase we realized a need to decide when new members would be added and old members rotated off We decided on this process One of the PC chairs of year N will be added June 1st in year N Thus they will be done with selecting papers for year N and they will be able to participate in selection of PC chairs for year N 2 At that time the PC chair from year N 3 will be rotated off along with the longest serving at large member and a new at large member will be added Also with Sigcomm 2010 behind us it is time for KK to take over as chair of the TSC chair effective immediately 3 SIGCOMM 2011 Planning is proceeding smoothly The budget is being prepared The per attendee variable cost is looking high due to food Traditionally we have tried to keep student reg fees equal to the per attendee incremental cost but the EC advised Keshav that a budget in which the student early reg fee was less than the incremental cost would be OK Providing fewer lunches is one way to reduce cost Student late reg fee can also be higher to reduce uncertainty 4 Conference sponsorship The SIG has been asked if we would consider co sponsoring a new workshop on network architecture Logistically we are able to handle joint sponsorship with IEEE having done so for ANCS Network architecture research is currently well supported by sponsoring agencies e g NSF Future Internet Architecture It s not yet clear whether there are enough good papers in the area It may be similar to how measurement was 10 years ago IMC arose to meet a need that wasn t entirely clear at

    3 Athena award We agreed to submit another nomination to the Athena award committee Ramesh is gathering the letters of recommendation 4 SIGCOMM 2011 Keshav reported that planning is continuing on track The banquet location has been determined at Univ of Toronto Travel grant chairs and publications chairs are set Keshav is taking over as fundraising chair after losing the inital candidate Regonline to be used for registration HST the Canadian VAT is now understood and process in place to deal with it Bruce is working on obtaining networking support by Cisco as in India 5 Member benefits The FY 2012 member benefits are due to ACM Nov 15 We should update to mention CCR online and our ToN support 6 Publication models We discussed the issue of how papers get archived and published HotNets papers have been put in the ACM DL for the first time and ACM was not willing to extend the same open access rights that were obtained for the Sigcomm conference many years ago ACM DL does appear to be quite successful and provides income to the SIG Some journals non ACM are apparently charging authors several thousand dollars to retain open access ACM does

    conference as late as our standard rotation allows compounded difficulties for U S academics By contrast next year s timing is difficult for Europeans being 2 weeks earlier although roughly the same timing as 2008 and 2009 The fact that SIGCOMM held our flagship conference in India may benefit the CS community as a whole as other SIGs see that conferences in India can be held successfully Global participation in our SIG is viewed as important to our long term relevance Cisco s network support was very successful investment in network support is well worth it Cisco sent 4 people to run the network Also at the community feedback session we were asked would we ever consider a remote presentation KK declined this year because he felt you needed to offer it to everyone at submission time or not at all We also feel that in person interactions remain extremely valuable Henning noted there may be concerns if students are too high a percentage of registration We noted they were around 50 this year we didn t have number for prior years handy but this number seems OK The Delhi location was quite easy to get to relatively speaking one hop from NY for example Future sites should be chosen to be comparably accessible Timing should be chosen so it s convenient for attendees who come from farther away e g not so close to Labor day if the site is far from the U S We also discussed fundraising for the annual conference which was very well done in 2010 We noted that we should try to present a professional appearance when sending material to companies requesting donations and consider what motivates them to donate Bruce agreed to write a blog post covering some of the conference highlights 3

    Bruce will recap many highlights of the year captured in the annual report also highlighting what has been done to address concerns around transparency such as the online posting of minutes and the creation of the TSC Olivier will talk for 5 minutes or so on what he is trying to do as Education Chair Jau has asked about recording video of the Keynote We would like this to happen in the hope that we can put it up on the Multimedia section of the ACM Digital Library Jau will check progress and let Bruce know if more help is needed The next conference call for Sigcomm conference planning is on Saturday August 7 at 10am EDT We ll have a better sense of any last minute issues and registration numbers after that 2 Sigcomm annual report This has now been filed with ACM and was discussed with those who hadn t seen it It will shortly be posted to the Sigcomm website 3 SIGCOMM Viability Review The SIGCOMM Viability review will take place Sept 20 Aside from metrics such as financial strength and membership numbers we should highlight what novel things the SIG is doing e g we think

    give one award split among the authors as they wish The Community feedback session was discussed Suggested topics include an update on the TSC membership numbers finances 2012 conference site proposals ToN support Education Chair CCR student travel support from the SIG 2 SIGCOMM 2011 PC chairs for 2011 have been selected by TSC and they are Jeff Mogul and John Byers 3 Annual report The annual report is being drafted due in a couple of weeks 4 CACM Research Highlights We now have two nominations in the pipeline Two more are to be nominated a third that we considered will not to be forwarded Keshav and Tilman have the actions to produce the new nominations 5 ToN funding We reviewed a proposal to support ToN from SIG funds For the fast tracked best papers from SIGCOMM sponsored conferences we will pay extra page charges with the editorial board enforcing an upper bound on pages We will also pay page charges when the editors request lengthening of a paper to improve it The cost of having this policy in place last year would have been within our budget comfortably By offering the fast track support for ACM SIGCOMM sponsored conferences

    grants were discussed There is a relatively large pool of grant money available and relatively few applications deadline has been extended to try to attract more applications Following an EC email discussion on Geodiversity grants we have updated the page on our web site to clarify scope eligibility and the definition of geodiversity The Sigcomm Awards dinner was discussed The dinner is primarily for award winners not to thank other contributors to the conference and Bruce will draw up the guest list Jau was asked to convey the EC s requirements to the local organizers There was a discussion of complimentary registrations and the need to clarify policies with the general chairs Jau agreed to discuss the policies with chairs Visas were discussed It was noted that business visa and conference visa are different categories and that conference is almost certainly not the right thing for this conference it is reserved for official government run conferences Web site should make this clear 2 SIGCOMM 2011 TPC chair selection has been undertaken by the TSC and is almost complete awaiting confirmation The TSC will also be providing advice to the PC chairs on PC membership There will be 2011 planning meetings at SIGCOMM 2010 as usual Attendance may be lower than usual due to location but this should not be too serious since 100 attendance has never been needed or achieved we should request speaker phones in rooms to allow for conference bridges 3 CACM Research Highlights Sigcomm now has one paper nominated to CACM for the research highlights section and one more paper in queue to be nominated Five more papers were considered in this EC call We discussed whether Hotnets papers given their brevity and early stage of work would be acceptable and decided not to rule them out

    to be time consuming so early applications are encouraged Information on visas is on the conference web site 2 SIGCOMM 2011 A hotel contract in now place for the Westin in Toronto The TSC is making progress on recruiting PC chairs 3 ToN proposal Henning presented a proposal for how Sigcomm could help support IEEE ACM Transactions on Networking Size limitations of transactions papers is a concern and there is a page budget due to logistics editing costs costs are about 200 per page The proposal from ToN is First 12 pages can be paid with voluntary author contribution same as before Authors of papers with 13 or more pages pay 100 page for each page beyond 12 Papers with 15 or more pages require editor to sign off SIGCOMM supports difference between author contribution and cost The approximate annual cost to Sigcomm would be in the range of 20k assuming 100 papers of length 14 pages We may want to limit Sigcomm s exposure by only covering costs up to 14 pages Henning agreed to discuss options with ToN board 4 Education Chair update Olivier provided an update on his progress An education Web site with information on teaching

    and the TSC asked for clarification that no commitments had been made previously to potential chairs Bruce confirmed that SIGCOMM EC did not make any commitments for 2011 We agreed that the TSC should handle selection and invitations of PC Chairs There was a discussion of how much the TSC can should influence other aspects of SIGCOMM such as publication of best paper nominees rather than just the winner The general view is that the TSC should propose best practices on any matter related to the technical program Input can be solicited from anywhere e g SIGCOMM blog Some larger issues may require coordination with EC PC chair type decisions reside with the TSC general chair type decisions with the EC 2 SIGCOMM 2010 updates Generally progressing smoothly Jau attended a conference call about travel grants geodiversity etc There has been discussion about industry workshop on last day of conference but some pushback on the idea of fitting it into a lunch slot and concerns about competing against other workshops It seems it may be better to try for 2011 We can also try for a panel at CoNEXT 2010 for which we have more time and a precedent of panels 3 SIGCOMM 2011 updates Hotel and dates have been decided 4 Education chair position Olivier is the new education chair and will join the regular EC calls He described his current goals plans Restart mailing list for education preferably under ACM Create a blog web site for people to put and review teaching material Ongoing maintenance of such a site may become an issue people may want to simply put pointer to their sites Access control may be a concern in particular for exercises and solutions Run a shadow TPC meeting for CoNEXT during SIGCOMM Create a group of
