    successful track record The proposal is tentatively accepted but we will need a more specific funding request that specifies in detail how much funding is asked for and for what 2 CoNEXT and Hotnets as short paper venues discussion of TPC chair reports Continuing the discussion on how the potential conflict between CoNEXT short papers and HotNets papers should be resolved We asked both steering committees and they provided good feedback It seems that none of the venues really suffered neither in quality nor in quantity of the submissions and the outcome was good for both venues It seems that both venues can happily coexist and draw high quality research contributions The deadlines for paper submissions should be at least one month apart and the CFPs should be distinct As suggested earlier CoNEXT could go for finished work presented in a short paper form while HotNets should encourage submitting early results 3 Any other business Colocation of IRTF research group meetings with SIGCOMM Several IRTF research groups expressed interest in colocating meetings with SIGCOMM as has happened e g for the ICN RG on Sunday before SIGCOMM 2013 We welcome this idea to foster interaction between the communities Such meetings

    and CoNEXT with close deadlines for their respective CFPs We want to prevent our conferences and workshops from competing with each other While the situation last year could have worked out poorly in fact both venues received a solid number of good submissions yielding good programs for both In effect there was no problem Nevertheless we want to avoid confusion in the community on which venue should receive which kind of paper submissions The two SCs of HotNets and CoNEXT reached an agreement that HotNets will target position papers and work in progress and that its CFP would point completed work to CoNEXT s short papers session We support this differentiation going forward HotNets should continue targeting unfinished work presented in a concise way In contrast CoNEXT short papers are about finished short work We recognize that is hard to differentiate between finished and unfinished work But SC and PC chairs of HotNets should ensure their PC members don t reject papers due to lack of detailed evaluation In the long run it would also be beneficial if HotNets locations would not always be in the US This is also under discussion due to a survey being conducted by the

    to get a best paper award is a big disincentive and agreed that this will not be the case because most researchers would be only serve once as a PC chair 2 Summer school proposal The summer school proposal text by Olivier is already in good shape A few nits are being incorporated then the call will be published The next step is reaching out to the community for potential venues 3 Conext short papers vs Hotnets Last year issues were raised concerning the deadlines for CoNEXT short papers and HotNets papers being too close together In response the CoNEXT short paper deadline was moved ahead which caused some unhappiness Nevertheless CoNEXT short papers went well with a substantial number of submissions that were of high quality as the full papers Also HotNets received a large number of high quality submissions so that we do not observe any real issue Given their experience CoNEXT wants to continue with both short and long papers To remedy the deadline issue CoNEXT short and long papers will have the same deadline This should be fine as both events are successful 4 Harassment policy As updated policy on harassment is available The SC members

    first year to gain experience The funding for each summer school will be up to 25K 2 Contingency funds Our conferences currently are subject to working with a 10 contingency in their budget to cover risks However the net effect is that this tends to increase the registration fees We discussed with ACM about this and ACM will allow us waiving contingency for future conferences if we raise the minimum

    managed by Hamed in a manual process For posting jobs the person must be ACM SIGCOMM member to post jobs while read access will be open to everyone We are seeking volunteers from the SIGCOMM community e g to run this as a student summer project One option is opening this as a community project This Will be announced in the December newsletter Job postings will start on 1 January 2014 3 Selection of a chair for the Hotnets Steering Committee The committee currently runs without a chair It is suggested that one responsible person be identified out of the members 4 Selection of a representative for Sensys Steering Committee We re updating the membership steering committee 5 Update on eBook initiative The eBook was a successful endeavour but this also was a lot of work We cannot do this every year We have now 9 chapters out of originally 25 proposals We are looking for proposals for publication in 2015 We will update the web site to announce this 6 RFP for community projects The community projects were discussed We will have an open call for such projects but we will also ask for proposals for summer schools which we will fund Olivier will draft a call for summer school proposals 7 Policy on waiving contingency for SIG sponsored conferences The SIG expects conferences to budget a 10 15 contingency in the TMRF for unforeseen circumstances just as a buffer This is an ACM level requirement on us Yet conference planning was always done well and we never really had to draw on the contingency But the general chairs of a conference have to account for this share which ultimately comes from registration fees and supports If unused the contingency goes back to the SIG For small workshops and

    free child care The EC will approve the proposed funding level guidelines for the SIGCOMM conference by next week Action item Keshav and Jau to follow up with the chairs Action item EC to approve funding levels by end of next week 3 Wiki status Joerg Jau Hamed In the WIki accounts are created for the conference chairs and EC members Some initial information is available and people from conferences are already fairly active adding to it But we will have o reach out further to induce activity also for the others 4 Selection of papers for ACM Research Highlights Keshav Action item Joerg and Keshav to pursue this offline since one EC member has a conflict of interest 5 Increasing membership Renata Increasing membership and geo diversity to together well A brief review shows what works in Brazil additional material is made available around conferences tutorial material little booklets etc We use an eBook or so in our conferences do a tutorial or class about those and also offer as an online tutorial to members only One possibility would be linking such ideas to summer schools We also observe that only rather few people seem to apply for travel grants This means that we need to market those better The value add gained from membership must be clear and notable Action item Renata and Hamed to look into summer schools in conjunction with conferences or online by ebook authors 6 Increasing industry participation Renata This could also go hand in hand with increasing membership To improve the involvement of people from industry in our conferences we need to go beyond the papers since they can read those online What matters more are the people coming to the conference To improve interaction and also topics of interest we could have

    hand due in December we should be able to make a final decision 2 CoNEXT Bruce has been added to the Steering Committee and attended the conference in Rome He felt it was an outstanding conference and agreed to write a blog post sharing his thoughts on the conference Paper quality was high in many cases as good as or better than Sigcomm papers The banquet venue and food was excellent despite having to rebook on two weeks notice Strong experienced steering committee and general and PC chairs The EC agreed to use some of the SIG budget surplus for travel grant support for CoNEXT 2010 as done for SIGCOMM 2010 Student who submit posters may be good recipients since their advisors may not want to pay travel for poster authors without full papers We agreed on a baseline contribution of 10k for each of CoNEXT and SIGCOMM with deviations as necessary 3 Awards In addition to the awards offered by SIGCOMM there are many ACM opportunities as well such as the Turing award Athena lecturer etc full list here The SIG should be trying to put forward candidates for these awards when it makes sense but this is too

    leaders ACM undertook to set up a wiki for this purpose A particularly common pain point is organizing conferences outside the U S It appears that ACM could provide more services than we typically ask for and they are taking active steps to improve their presence outside the U S e g opening offices forming an ACM Europe committee etc It was pointed out that the ACM tax that appears on conference budgets really isn t a fee for conference services but rather the way ACM collects money from the SIGs to pay for the cost of supporting the SIGs We the EC should make this point more clear to conference organizers 2 Sigcomm 2011 The EC has received two proposals for Sigcomm 2011 in North America both of which have much to recommend them Evaluation of the proposals will continue this month with the hope to make a selection at the December EC meeting It is expected that the new Technical Steering Committee proposal could be put in place for Sigcomm 2011 3 Budget surplus reserves Having now built up a reserve fund larger than the amount required by ACM we would like to think about ways to spend some of that surplus to help the SIGCOMM community Ideas discussed on the call included Use for conferences While conferences can not plan to run a deficit SIGCOMM can offer to pay certain costs for conferences eg travel grants ACM overhead We can also offer travel support for volunteers but a transparent and fair process will be needed for this Bruce agreed to talk to the SIGCOMM 2010 chairs about a regional travel grant Support for ToN Could fund an increase in page limits or cover page charges for authors with demonstrated need While it would also be nice to
