    evening late night and occasional weekends Prepare and distribute outreach materials to target population in a caring sensitive and informative way Provide counseling education and resources to clients around HIV AIDS STDs and sexual health including conducting educational workshops for purposes of encouraging HIV testing Perform phlebotomy on clients Complete CTR paperwork including risk assessments client notes Complete routine administrative duties including filing shredding collating stocking recording results supply inventory and other operational needs Assist with answering phones and schedule appointments for HIV prevention services Assist with conducting daily computer data entry for client demographics and risk Actively participate in biweekly supervision weekly staff meetings and provider meetings as scheduled Adhere to OSHA guidelines i e infection control exposure control blood born pathogens and chemical hazards Protect client and agency information adhering to Confidentiality Policy Pennsylvania Act 148 and HIPPA regulations Encourage target population to adopt appropriate safer sex and drug use behaviors Encourage the involvement of clients in other community activities which encourage understanding of HIV prevention community stability and affirmative lifestyle choices Arrange and or provide for interpretation and translation services Engage target population in meaningful and frank discussion of both primary and secondary HIV transmission Assist in program and agency compliance with contracts policies regulations etc Other duties as assigned Education Knowledge Skills Abilities Qualifications and skills Counseling skills and peer facilitation skills ideal candidate will already be certified by AACO in Regional HIV Prevention and CTR Bilingual English and Spanish language skills strongly preferred Reading writing and interpretation Experience as a health education presenter ideally working with groups of people Sensitive friendliness and people skills to work with clients including those who are Latino LGBT substance users infected affected by HIV and low income High level of organization required including the ability to work under pressure

    The OPE conducts STD screenings HIV testing and or support group services as necessary Must assist with outreach engagement and recruitment of clients including completing paperwork to qualify a client for screening or other services related to the contract Assist AL to develop and implement a plan of operations to conduct street outreach services including selection of outreach locations that are most productive for reaching the targeted population and designating the appropriate interventions and materials Assist AL to develop and implement a plan to identify and link with relevant community agencies for client recruitment material dissemination referrals and networking Understand and comply with appropriate field safety protocol while engaging in outreach activities Maintain daily log detailing outreach activities Drivers license regular access to a car and or ability to use public transportation Education Knowledge Skills Abilities Qualifications High school diploma or equivalent Possess minimum two 2 years experience in basic health education and training in providing HIV risk reduction activities and HIV counseling Completion of the AACO Regional HIV AIDS Prevention Network Training and Certification Program or passing grade on Certification Program s test within required time frames Completion of the AACO Outreach Intervention Specific Training within required time frames Experience working with ability to speak the same language and within the same age range as the target population s Knowledge about available community resources and ability to refer clients to them Demonstrate capacity to maintain appropriate documentation Possession of knowledge of issues related to safety client engagement and professionalism Familiarity with neighborhoods in Philadelphia able to work outside during winter spring summer and fall Comfortable talking to people that they do not know must to be outgoing Strong commitment to educating the community about HIV AIDS prevention importance of education voting employment and being involved in the community Strong
