    what those diversions could accomplish It was going to have to estimate how much all of this would cost And most importantly it was going to have to make tough decisions regardless of political pressure to make every parish every stakeholder happy The just released draft 2012 plan largely accomplishes those goals It suggests as many as eight Mississippi River diversions that will protect swamps along the rim of Lake Maurepas and build land below New Orleans The sediment diversions staggered between the upper Barataria and Breton Basins will hopefully be self sustaining and build new land after each river flooding cycle similar to what is happening in the Atchafalaya and Wax Lake deltas The plan calls for the restoration of nearly every barrier island west of the Mississippi It maps an extensive array of large scale marsh creation projects from the upper reaches of the Biloxi Marsh west to areas between Fourchon and Grand Isle western Terrebonne Parish Vermilion and Cameron Parishes It aims to direct water and sediment from the Atchafalaya Basin toward western Terrebonne to help curb saltwater intrusion And it prescribes the restoration of a host of natural ridges and shorelines All this at an estimated price of 50 billion over 50 years intimidating numbers considering Congress current unwillingness to part with any federal funds and public demands that these areas be restored and protected yesterday rather than decades down the road The plan calls for a 50 50 split of this funding between restoration and hurricane protection and will provide levees for communities that desperately need them and recommends the elevation of homes across the coastal zone It s a good plan but it also has its inherent weaknesses It s just not possible to know exactly how each project will work and what political

    and trade associations in support of the RESTORE the Gulf Coast Act S 1400 We urge you to vote for it if offered as an amendment to the transportation bill RESTORE represents extraordinary bipartisan consensus among lawmakers in the Gulf of Mexico region and is a crucial measure that ensures funds from the Clean Water Act and other penalties are not diverted in unrelated directions or simply returned to the U S Treasury RESTORE instead invests penalty funds in habitat restoration conservation and other projects that will restore the health of the Gulf of Mexico for the benefit of all Americans The hundreds of thousands of sportsmen we represent consider the Gulf an extraordinarily important natural resource The Mississippi River Delta alone supports some of the best hunting and fishing in the world It hosts millions of ducks and geese during the winter roughly 70 percent of the waterfowl that use the Central and Mississippi flyways Louisiana is one of the only places where you can catch bass redfish and tuna all within 25 miles from shore Roughly one third of all saltwater recreational fishing trips take place in the Gulf of Mexico Sportsmen and sportswomen rely on clean water to ensure enjoyable and productive hunting and angling When wetlands are destroyed and streams are polluted we are often the first to be directly impacted Consequently hunters and anglers have consistently advocated for the conservation of our states and our nation s waters and wetlands The Gulf is also an engine of commerce It produces roughly 40 percent of all the seafood in the lower 48 states The region is home to 10 of our nation s 15 largest ports while over 25 percent of the nation s waterborne exports pass through Louisiana ports alone The Deepwater Horizon Spill now

    has proclaimed September 20 27 Louisiana Estuaries Week Estuaries are areas where rivers meet the sea mixing freshwater and saltwater creating some of the most productive habitats anywhere on the planet Louisiana s estuaries provide critical habitat for important species of fish shellfish ducks and other waterfowl and are vital for the food chain of the entire Gulf They re home to wetlands marshes oyster reefs grass beds and are essential for fish and wildlife and those of us that rely on them for recreation and commercial purposes The Mississippi River s flow supports the largest coastal estuarine system in the Gulf region and the Mississippi River Delta is home to 60 of Gulf Coast wetlands But Louisiana s estuaries are in trouble and we ve got to work now to restore these areas We need to get the funds from the oil spill and RESTORE Act working on projects that will re establish natural processes of sediment and freshwater flow to our wetlands because these nutrients organic matter and sediment are the lifeblood of our estuaries Solutions do exist but we have to get started soon before it is too late Keep an eye out for upcoming opportunities to
