  • Vietnam Veterans of America Praises President, Salutes Secretary Shinseki For Move to Make PTSD Claims More Just (July 19, 2010)
    caused them to have chronic acute PTSD to finally succeed in getting justice and their claim approved said John Rowan VVA national president This regulatory amendment will make it easier for veterans to prevail regarding their claim for PTSD where their claimed stressor is related to legitimate fear of hostile military forces or terrorist activity and is consistent with their military service A psychiatric wound is every bit as real as a gunshot wound and this President and his team are now taking steps to recognize this fact While VVA is strongly supportive of these new regulations we urge Secretary Shinseki to reconsider the decision that only a VA or VA contracted psychologist or psychiatrist can make the diagnosis of PTSD Rowan said At the same time that the Department of Veterans Affairs VA is moving to accept medical evidence from non VA clinicians for disability claims for physical injuries there should be no separate set of rules for diagnosing mental wounds like PTSD We strongly believe that all psychologists and psychiatrists VA or non VA who conduct PTSD examinations should be required to use the best medical science known Rowan said This diagnosis can be both objective and accurate but only if the protocols recommended by the Institute of Medicine IOM of the National Academies of Science NAS are rigorously followed Both VA and the Department of Defense should be ensuring that our active duty war fighters and our veterans of every generation have the best care that medical science can provide beginning with getting the diagnosis right The previous Administration refused to implement the best medical science in assessing PTSD because they said it was too expensive Rowan said With the VA having recently hired almost 4 000 additional clinicians to provide mental health care to veterans suffering

  • Press Release: Statement by VVA President John Rowan: VVA Calls for Support of the Decision by VA Secretary To Declare Presumptive Agent Orange/Dioxin and VVA Calls on the President and Congress to Fund Research Now, And not wait for an Army
    might be affected and hence covered Rather a process was set up to seek the level of association if any between exposure and the onset of specific diseases Just as no one today would even think that we as a nation would cease treating and compensating our troops and veterans suffering from Traumatic Brain Injury TBI simply because the incidence is far more prevalent among returning warriors than anyone might have imagined five years ago Second we strongly support the actions of VA Secretary Eric K Shinseki in following both the letter and the spirit of Public Law 102 4 to conclude that the evidence analyzed by a distinguished panel from the Institute of Medicine of the National Academy of Sciences and published in the 2008 Biennial Review of Veterans and Agent Orange Health Effects of Herbicides Used in Vietnam was compelling enough to declare Parkinson s disease B cell leukemias and ischemic heart disease as service connected presumptive due to Agent Orange for those in the military who served in Vietnam and along the demilitarized zone in Korea in 1968 and 1969 Third VVA can unequivocally state that the process set up by Congress under the Agent Orange Act continues to be the most objective and valid way of making decisions regarding environmental diseases of military service These decisions should be scientific not political Any Secretary of the VA should adhere to the process required by law and follow the facts as Secretary Shinseki has done Fourth the evidence for inclusion of diabetes mellitus type II as a presumptive disease is very strong It is true that people are more prone to develop type II diabetes as they age but the facts of the matter are that Vietnam veterans are at least more than twice as likely to develop this disease as the non veterans in our cohort group when balanced for age weight exercise and diet The same is true of prostate cancer and other service connected presumptive conditions This points yet again to the need for federal funding of additional research into the adverse health impacts on Vietnam veterans on our children and on our grandchildren by respected independent scientific entities outside of the VA This is just as evident today as it was twenty years ago The clear need for such research is even more pressing today given the number of Vietnam veterans who have died well before their time in the last twenty years and the number who are continuing to die early because of the ravages resulting from exposure to Agent Orange dioxin in Southeast Asia Lastly there have been media reports that the amendment to Emergency Supplemental Appropriation by Senator Webb would delay the process and thus delay the payment of justly due back compensation to affected veterans pushing off the time when veterans who are owed back compensation actually will receive their entitled compensation This simply is not the case Neither action by Senator Webb nor anyone else has thus far caused

  • Memorial Day Message From VVA National President John Rowan
    American fighting men and women have perished since the Revolutionary War as a result of combat More than 530 000 troops have died in non theater deaths In Vietnam the longest war in our history more than 58 000 of our brothers and sisters were lost to the war We continue to lose young and not so young warriors every week in the current wars And we continue to lose veterans from the insidious long term effects of exposure to Agent Orange and other toxic substances during their time in uniform and from invisible mental demons that are part of the lingering legacy of war We must never allow our nation to forsake its pledge to care for the widows widowers and orphans of those who have fallen while on active duty or afterwards and we will continue to reach out to those who have served and their families who are unaware of the benefits to which they are entitled as a result of their service Through the work of the Veterans Health Council www veteranshealth org we will ensure those who have served our nation are aware of the range of health conditions that derive from military service While in Orland Park Illinois on Monday I will view the Agent Orange Quilt of Tears and visit with Henry and Sheila Snyder who have made it their lives work to travel the country reaching out to veterans and their families and educating about the lingering effects of a toxic battlefield The quilt continues to grow each square a memorial to the life of a veteran whose premature death was caused by Agent Orange At the Vietnam Veterans Memorial in Washington and at Arlington National Cemetery we will honor those men and women who have given their lives or remain missing

  • with the Act said VVA National President John Rowan Under the act federal departments are required to send notice to claimants in a variety of manners In order to comply with the Act and recent court cases the Social Security Administration will automatically grant requests for communication formats listed below Standard print notice by first class mail or certified receipt or Standard print notice by first class mail and a follow up telephone call to read the notices to claimants within five business days of the date the claimant received the print notice or Standard print notice and Braille by first class mail or Standard print notice and a Microsoft Word compact disc by first class mail The compact disc may be used on a computer that has software needed to access Word The reason we sent the letter to the Secretary is in the hopes that the VA will also adopt and implement these notice requirements VVA believes this may greatly reduce the number of VA notices and correspondence that are delivered to the wrong address or are not properly understood by recipients noted Rowan On March 26 2010 Will A Gunn VA General Counsel responded to our letter
