  • VVA to Congress: Right an Historic Wrong By Providing Appropriate Compensation to Filipino American Veterans
    of the Senate and pass the Senate version of the Filipino World War II Veterans Equity Act as part of the Veterans Benefits Enhancement Act This bill would provide long awaited redress for some 18 000 surviving Filipino veterans who fought honorably and well as soldiers called to service by President Franklin Delano Roosevelt as U S nationals while the Philippines was an American territory said John Rowan National President of VVA It is because these veterans were denied their due for more than 60 years that VVA supports unequivocally and at long last the enactment of S 1315 Rowan said Some have said that righting this wrong would make other American veterans lose some of their benefits To those who aver that passage of this provision would cut pension benefits for other elderly American veterans we say this Rowan said VVA will fully support and work tirelessly for an immediate across the board increase for non service connected pension rates as well as a significant and much needed increase in Dependency Indemnification Compensation rates as recommended by the Veterans Disability Benefits Commission Now is not the time to pit one group of veterans against another Rowan said Now is

  • VA Finally Moving in the Right Direction By Accepting Online Applications for Benefits
    on line applications are now being accepted from veterans survivors and other claimants filing initially for disability compensation pension education and vocational rehabilitation and employment benefits without the additional requirement to submit a signed paper copy of the application The VA is finally waking up to the electronic age when it comes to filing for benefits Rowan said By accepting the electronic application as sufficient authentication of a claimant s application for benefits VA officials are acknowledging that technology can be used to speed up a process that is often as convoluted as it is confusing This is a nice first step Rowan said But it is only a first step The VA must continue to innovate if it has any realistic hopes of reducing the backlog of claims that have piled up over the past several years The VA is using in house technology in its on line claims applications process To speed the adjudication process the VA now needs to explore the use of artificial intelligence software An added benefit of going online is that the computer and the Internet are the communications tools of the next generation Rowan said Our younger veterans have grown up with computers

    four national officers and members of the Board of Directors join with members of the South Carolina VVA to lay a wreath at the Greenville County Vietnam Veterans Memorial located in Greenville s Cleveland Park The ceremony is open to the public It s traditional for VVA to honor local Vietnam War dead before we get on to the business of our National Leadership Conferences and National Conventions said VVA President John Rowan It is something we take very solemnly and seriously It is our honor to recognize those Americans from the Greenville area who paid the ultimate price in Vietnam Rowan will be joined in the ceremony by National Vice President Jack Devine Secretary Barry Hagge Treasurer Alan Cook Region 3 Director Bruce Whitaker Region 9 Director Dick Southern and AVVA President Mary Miller The Conference s Opening Ceremonies will take place on Wednesday morning July 16 at 8 45 am The Leadership Conference will bring together some four hundred Vietnam veteran advocates from around the nation They will take part in four days of seminars meetings and other activities VVA s supporting organization the Associates of Vietnam Veterans of America will hold its biennial convention and national elections

  • Vietnam Veterans of America for "Justice" in Veterans Legislation
    justice Veterans whose health has been adversely affected by toxic exposures during their military service warrant health care and compensation for conditions shown to be positively associated with such exposures However Rowan noted it would be a miscarriage of justice if legislation covered only those veterans who served from 1963 through 1973 Covering veterans who volunteered for testing of chemical and biological as well as pharmacological and hallucinogenic agents back in the 1950s must be stipulated in any legislation to garner VVA s full and enthusiastic support Commenting on H R 3008 the Rural Veterans Services Outreach and Training Act Rowan applauded the intent of the legislation to improve outreach and assistance to veterans living in rural areas by training county veteran service officers but questioned why service officers working for veterans service organizations would not be eligible to receive training as well Voicing support for H R 5448 the Full Faith in Veterans Act the ostensible purpose of which is to improve the diagnosis and treatment of Post traumatic Stress Disorder Rowan noted that despite obvious efforts by some in the Department of Veterans Affairs to fixate on fraud by veterans out for a buck reports and surveys could
