  • VA Budget Proposal Still Billions Short, Disenfranchises Thousands of Veterans

  • VVA Applauds Court for Overturning Decision By VVA Secretary on "Haas-Type Claims"
    to Agent Orange filed by service members who served in the offshore waters of Vietnam and earned the Vietnam Service Medal The court acted in favor of an appeal by Vietnam veteran Nicholas Ribaudo whose claim had been placed on hold by the VA Secretary The court determined that the VA had erred in issuing a unilateral stay on Haas type claims ruling that the head of an executive agency does not have the authority to nullify the legal effect of a judicial decision The Secretary did just that by imposing a stay of indefinite duration without first seeking judicial imprimatur The Secretary will decide Mr Ribaudo s appeal in regular order according to its place upon the docket the court stated and will apply this court s decision in Haas The court had determined in Haas v Nicholson in August 2006 that service members who served in the offshore waters of Vietnam and who had earned the Vietnam Service Medal would be eligible for disability compensation for exposure to Agent Orange Vietnam Veterans of America VVA applauds the court s decision to vacate the Secretary s precipitous administrative order and ordering that these cases be heard forthwith said John

    and women who have served this nation in the United States military said VVA National President John Rowan As Vietnam veterans we know the sacrifices that all of America s veterans have made on behalf of our nation That is especially true today for the men and women who have returned home after serving in Iraq and Afghanistan often from their second or third tour VVA Rowan said from its beginnings in 1978 has lived by our founding principle Never again will one generation of Americans abandon another We adopted that principle in response to the less than welcome home we received from too many Americans when we came home from our war Today we have broadened that message to give our fullest support to the newest generation of veterans Our members all over the country are involved on a daily basis in many varied efforts to support our troops abroad and to welcome them home by offering them the help that in far too many cases Vietnam veterans did not receive a generation ago Rowan urged all Americans to step back from their daily routines on November 11 and take the time to honor and thank all American veterans

    the Secretary of Veterans Affairs launched a Veterans Pride program to encourage all veterans to wear their medals and campaign ribbons on Veterans Day Memorial Day and the Fourth of July as a way of visibly taking pride in their service While Vietnam Veterans of America believes the Veterans Pride program is a good idea Rowan said it is even more important for veterans to wear their medals and campaign ribbons or anything else that identifies them as a veteran or a veteran s family member when going to the polls on Election Day We also ask all veterans and their families to encourage other veterans family members and survivors to do the same thing on November 7 Veterans and their families do vote in large numbers but they are generally not wearing anything that identifies them as veterans at the polls That is how the myth of veterans not voting in significant numbers got started We must be more visible as veterans and as family members of veterans and active duty service members when we vote Many elected officials falsely believe that veterans don t vote in significant numbers This diminishes the ability of veterans to press for needed

    health staff or they do not know where the money has gone This lack of accountability is unacceptable Not only is the mental health and well being of veterans being placed at risk the Vet Centers themselves are at risk Rowan said Because of significantly increased work loads some centers have introduced waiting lists Accommodating the ever increasing demand for readjustment counseling is taking a heavy toll on already overworked staff VVA has repeatedly called for additional dollars and at least 250 more permanent staff for the 207 Vet Centers which VA officials acknowledge are the crown jewels of the health care system Rowan said Each center needs at least one new family counselor who is also certified in Post traumatic Stress Disorder PTSD and bereavement counseling This would cost less than the cost of the war in Iraq for one half minute Although we applaud the VA for adding three new centers this fall and for announcing that they have hired 100 recently separated war veterans to serve in temporary positions at Vet Centers as outreach specialists and peer counselors that is simply not enough in the face of the growing well documented needs of our veterans and their
