    Whole of Government Life Cycle AM Processes SAM Practitioner Tools Contents Reports Case Studies Case Studies Industry Drinking Water Palm Beach County Approach to Asset Management Now Implementing AM Now requires the right balance of strategy planning and phased implementation Like any journey you undertake in life it is necessary to understand where you want to go where you are at this time and what route you want to take to get to your destination AM Now seeks to understand the bigger picture define the strategy and develop the vision how would it look when we get there It looks at the components of master planning infrastructure and technology assets the business processes that are carried out to maximize the return on the assets and the people arrangements that need to be in place In understanding the current situation it is necessary to determine which of these elements are in place already and where are the opportunity areas Implementation should consider knowledge transfer from experts to your staff and must also consider the impact of implementation activities on the daily operations and your staff who have to do their normal jobs in addition to supporting the program A phased implementation

    as the consequence of failure and should be based on a standardized criteria matrix similar to the one shown in Figure 2 The level of detail may start at the complete facility or go to individual equipment depending on the information and resources available 4 CONDITION ASSESSMENT Once critical assets or facilities are identified perform a condition assessment on those assets Again the level of detail may vary from interviews with staff to a detailed study Staff knowledge is a great resource that should not be wasted They can often identify the facility overall condition the historical failure areas and what critical projects are needed for improvement Another resource is the customer service records showing customer complaints which helped to identify problem areas A condition assessment rating 1 5 where 1 is like new and 5 is failed should be given based on a matrix similar to Figure 3 to make sure people use consistent criteria to evaluate the condition of a wide range of assets and facilities 5 LIKELIHOOD OF FAILURE Once the 10 of critical utility infrastructure is identified and a condition assessment is performed on that critical infrastructure the likelihood of failure rating 1 5 where 1 is minimal or negligible impact and 5 is catastrophic can be assessed using a standardized criteria matrix This likelihood of failure is based on the age of the facility its condition rating previous failures and level of maintenance required to keep it running Often your staff can identify which facilities or assets are likely to fail based on their experience This personal knowledge should be captured and used to develop the likelihood of failure ratings The interactive workshops that are used to capture the information in 4 and 5 above have an added bonus of documenting key asset knowledge that usually resides in the heads of individual staff members in electronic form for continuity of the operations when these staff members move on 6 RISK Risk is a function of an assets consequence of failure on levels of service criticality and the likelihood or probability of the asset failing to meet the performance standards desired from its users Risk Index Likelihood of Failure X Consequence of Failure The Risk Rating 1 25 provides a comparison of the relative risk to the utility of different facilities equipment pipelines or vehicles The power of Asset Management is providing a clear basis to evaluate a wide range of facilities so that the risk to the utility can be managed consistently By applying this risk analysis to the 10 of Critical Facilities first you can start to identify the high risk facilities within the utility without being buried in data for the other 90 The computed risk indices help focus the decision making process on risk mitigation action capital or internal projects As your Asset Management experience grows and resources are available you can then start to gather data and perform this analysis on additional facilities These risk workbooks are intended to be updated

    and weaknesses in our existing programs Although the program was started to improve O M efficiency it quickly spread to involve all areas of the utility People issues such as recruitment training opportunities and succession planning were identified as major concerns by the GAP analysis The results of the GAP analysis were used to develop a phased Asset Management Plan This plan encompasses all divisions within the utility multiple phases and multiple years for implementation Five multi disciplined teams were established to lead the Asset Management program covering Strategy Work Processes Infrastructure People and Technology This is a major effort and will take several years to fully implement Our current field data collection and historical failure data are sketchy and will take time to upgrade Instead of waiting for this information we started with some Quick Win projects to demonstrate the usefulness of the Asset Management program Examples of these Quick Wins include 1 Haverhill Force Main Evaluation This is a 15 mile 42 54 force main that transports sewage from several municipalities to a regional wastewater treatment plant Due to its age and isolated problems experienced with the force main we thought it would need to be replaced at a cost exceeding 15 million A condition evaluation was performed examining the pipe when we made other repairs and measuring wall thickness at multiple points Based on this evaluation the force main is in better condition than expected and we were able to defer the 15 million project for 5 10 years 2 Southern Region Water Reclamation Facility This is a 35 MGD regional wastewater treatment facility with two separate treatment processes to assure redundancy A vulnerability analysis was conducted to assure that we could maintain at least 50 treatment capacity during all single failure situations The vulnerability analysis identified

    customers need to be raised to at least 20 psi The low pressures in the Maple Leaf 530 pressure zone are caused by the low elevation of Maple Leaf Tank relative to the higher elevation area located several blocks to the north In order to prevent stagnation of water in the tank and associated decline in water quality the tank water level is drawn down 15 feet to elevation 515 feet before refilling At the minimum tank water level the highest elevation services have pressure less than 19 psi The low pressure is also the cause of low fire flow below 500 gallons per minute Excessive friction losses caused by unlined cast iron mains are not a factor in the low pressure area In addition to causing low pressures the Maple Leaf Tank has been determined to be vulnerable to collapse during a seismic event and would require a seismic upgrade if it is to be kept in service Objectives This project development plan PDP has two objectives Determine the most economically beneficial way of raising the pressures in the Maple Leaf 530 Pressure Zone low pressure area to at least 20 psi Determine the future of Maple Leaf Tank as a water storage facility Alternatives Four improvement alternatives are analyzed in this PDP Alternative 1 Upgrade Maple Leaf Tank and operate with a higher minimum level Alternative 2 Build a new higher tank Alternative 3 Decommission the tank and serve the Maple Leaf 530 zone directly from the 550 Pipeline Alternative 4 Serve the low pressure area with a booster pump zone Results Each of the four improvement alternatives results in no service connections having less than 20 psi Benefits for the four improvement alternatives were calculated for increased pressure and fire flow Alternatives 2 and 4 create the
