public sidewalk outside the Microsoft headquarters This is a short rally and will last about one hour We will be photographing and videoing the event which is why we need a diverse range of people of all ages and ethnicity We want to represent all the computer users of the world REASON FOR THE RALLY The European Union has drafted legislation to make producers of all electronic equipment financially responsible for taking back and recycling their end of life products The legislation also mandates the phase out of lead mercury hexavalent chromium cadmium and two highly persistent flame retardants commonly used in electronic equipment Recent research from Sweden has found that computer dismantlers have 70 times elevated levels of this persistent chemical in their blood and long term computer users also had slightly elevated levels compared to non computer users Since this legislation was drafted The American Electronics Association of which Microsoft is a member along with all the main computer producers has challenged the EU on the legality of this legislation They claim it is a barrier to free trade that the hazardous material phase outs are not necessary that the toxicity to consumers has not been proved and that the strongest environmental requirements put on waste handlers will disadvantage producers who cannot meet these standards The lobby has been effective in weakening the draft legislation which is now in its third version We are extremely concerned the WTO challenge will succeed in getting rid of the requirement that these hazardous materials will be banned in new products We need to show that American consumers support this European initiative an initiative that will help clean up the electronics industry here in North America WHAT WE ARE ASKING MICROSOFT TO DO We will be asking Microsoft to use their influence

36 states received shipments of toxic waste totaling 271 million pounds The report Factory Farming Toxic Waste and Fertilizer in the United States says in that period more than 510 000 pounds of toxic waste were shipped to fertilizer companies or farms in Pennsylvania And the report says Armco Inc of Sharon was the nation s 8th largest supplier of toxic waste to farms and fertilizer plants shipping out 7 534 950 pounds of waste for recycling from 1990 to 1995 The report lists the polluting industries that shipped the most such waste and the fertilizer companies that received the most Not only does the EPA and the Pennsylvania DEP allow these chemicals to be used in the fertilizers that go on our crops in most states citizens don t even have the right to know what s being used said Michael Morrill PCAN executive director In this case recycling is like money laundering Send your toxic waste to a fertilizer company and it comes out clean Because of loopholes in the federal toxics laws EWG found that it is impossible to account for all uses of the toxic waste shipped to fertilizer companies Some facilities that received the waste only make fertilizer but others produce a variety of inorganic chemicals However in a series of investigative articles The Seattle Times has documented the nationwide use of cadmium lead arsenic dioxins radionuclides and other hazardous waste in fertilizer Tests by the State of Washington found that some fertilizers contained more toxic waste than some Superfund sites up to 100 times the state s cleanup standard for dioxin the most toxic substance known to science In response to those findings Washington California Idaho New Jersey North Dakota Michigan Oklahoma Oregon and Texas have laws or regulations in the works to limit

products such as wallboard and concrete Farmers are also buying the residue called scrubber sludge because it helps increase crop yields Wherever you put that stuff said Ken Curtis owner of a fertilizer business in Illinois it just greens up In the past power companies usually buried the sludge in landfills incurring liabilities Now the Tennessee Valley Authority makes from 6 to 10 million annually on sales of the byproduct We re turning a deficit into a positive number said Cheri Miller a TVA marketing specialist Ralph Woodward a farmer from Carlisle Indiana has a farm by a power plant Woodward thought that the scrubbing process mandated by the Clean Air Act would result in a sulfurous sludge that would probably improve the soil He asked the officials at the plant if he could have some because they were just dumping it They just ignored me said Woodward He then donated 50 000 to Purdue University to test his theory He persuaded soil scientist Darrell Norton to test his theory If this old dumb farmer makes a claim that sludge works they don t pay much attention to you Woodward says But if Purdue does it that it authentic Dr Norton found that the sludge could increase crop yields and reduce water pollution runoff by increasing the soil s capacity to hold rainwater The use of the sludge on some farmland has been approved by federal and some state environmental agencies It has been slow to sell however It s an education process Farmers have never heard of it The construction industry also was looking at ways to use the sludge containing calcium sulfate The mineral also known as gypsum is the raw material used to make wallboard Some manufacturers were mining the mineral from distant locations at great expense

the phosphogypsum tailings at the Western Co operative Fertilizer Ltd plant in Calgary Alberta investigated one measuring the radon flux using passive activated charcoal collectors Theradon flux was then used as the governing basis for the design of a proposed cover to isolate thecontaminants The study reveals that radon dust particulates and gamma radiation would preclude a future residential use of the tailings area and the adjacent land within 800 m of the tailings Earth or liquid covers could reduce contamination leaving an inactive tailings area enough to technically allow some reduction to the 800 m setback distance However the inability to guarantee the chosen cover s integrity over the very long term would preclude a residential end use for the area The study also reveals that discharges of radon dust and particulates from uncovered tailings will increase when the tailings are not in active use The instability of the tailings will forestall the placement of inflexible covers designed to reduce radon flux and thus dust drying of the tailings occurs Drying times exceed two years This study was supported by Alberta Environment and Western Co operative Fertilizers Limited It compliments measurements made by Senes Consultants Limited on behalf of the Atomic Energy of Canada Low Level Waste Management Office in the national study into the decommissioning of phosphogypsum piles The transfer of phosphoric acid production closures in Europe and expansion in Morroco Phosphate in the form P205 is a nutrient for plants and a building bloc in food production Modern intensive agriculture boosts natural phosphat levels in the soil through the addition of the phosphate fertilizers The production of this chemical fertilizer is one of the many stages in the food production chain in which this nutrient continually changes shape Many environmental problems arise throughout the entire chain one of which is the production of phosphoric acid which is particularly well known for the discharge of waste gypsum into surface water and the release of the highly polluting substances phosphorous cadmium and radon 226 into the environment For every ton of phosphoric acid P205 produced five tonnes of unclean phospho gypsum is discharged In the 1980s Western European governments exerted their authority to stop such discharges demanding a reduction in the quantities of free phosphorous drained because of its eutrophic interaction with surface water Many local governments demanded a total halt mostly in phases to the discharge of cadmium an EC blacklisted substance At first the Western European chemical fertilizer industry responded with delay tactics They began researching alternative methods for processing the gypsum They looked into storage on land as is done in the United States and into reprocessing the waste into building material The largest chemical fertilizer producer in the world Norsk Hydro initiated an ostensibly serious effort to develop a new cadmium cleansing technique at their plant in Vlaardingen the Netherlands The second largest Kemira offered to modernize its entire plant in Rotterdam in exchange for a promise by the local authorities to freeze their stricter
